A scathing audit of California's gang database, CalGang, found that 42 individuals were entered into the crime-fighting system before they turned 1.
The bizarre audit also found that 28 of those infants were entered for "admitting to being gang members." A baby typically utters its first words at around nine months of age.
San Diego Assemblywoman Shirley Weber, who requested the audit, said the database has been hampered by some serious issues for years.
